David is the Founder and CEO of reAcción since he was 18. He studied International Relations with an emphasis on economics, mathematics, and world history at Morningside University, USA, where he received a full scholarship and holds a Master's in International Development from the London School of Economics of the United Kingdom as a Chevening Scholar. In 2009, he was selected as a Youth Ambassador by the U.S. Embassy and named a Global Changemaker by the British Council. Additionally, David is a Peace Ambassador for One Young World and the European Commission and was named an Open Contracting Champion by the Open Contracting Partnership. Due to his national and international trajectory, Ashoka selected him as an Ashoka Fellow in 2021.
Before turning 22, David had already co-founded two international networks and presented at events such as the World Economic Forum, the International Anti-Corruption Conference, the World Summit for Democracy, and the Annual Meeting of the World Bank and the IMF. In 2010, he co-founded the Global Youth Network against Corruption (GYAC) incubated by the World Bank Institute, and the same year led the coordination of a hemispheric summit in Panama for the founding of the International Network of Young Ambassadors (IYAN) with support from the U.S. State Department.
David is the author of research on youth political participation, transparency reforms, and open data. He has been a consultant for the World Bank, USAID and International IDEA on issues related to civic technology, democracy, citizen participation, and open government. David was the winner of the Governmental Hackathon #Innovandopy2015 and the lead developer of Akuerapp, the official tool based on open data from the Ministry of Health.
David is a member of the Steering Team of the National Innovation Strategy (ENI) of Paraguay and former member of the Council of the World Movement for Democracy (WYMD). His organization has achieved a 400% improvement in the proper investment of the National Fund for Public Investment and Development (FONACIDE) in Ciudad del Este and his projects have been featured in publications of Transparency International, ECLAC and the World Bank as well as in media articles like The Economist from the United Kingdom and El País from Spain.
